New ES Addendum - August 2019

A new Environmental Statement (ES) Addendum (August 2019) has been prepared to provide further environmental information to enable DfI Strategic Planning Division to fully consider arc21’s planning application (ref. T/2014/0114/F) for a residual waste treatment project at Hightown Quarry, near Mallusk.
An ES Addendum was submitted to DfI Strategic Planning Division on 19 March 2019 which reviewed and refreshed the necessary EIA baseline surveys and methodologies utilised as part of the assessments and responded to submissions made by third parties in relation to the applicant’s environmental information that were not previously considered by the PAC.
At the timing of writing this latest ES Addendum (August 2019), all consultees have since responded with the exception of Shared Environmental Services.
It is the purpose of this ES Addendum submission to address the consultation response received from DfI Rivers dated 11 June 2019 requiring a Drainage Assessment to be provided.
The Drainage Assessment prepared has since been reviewed by the project ecologist due to the hydrological connectivity between the application site and Lough Neagh and Lough Beg SPA/RAMSAR. Following this review process, it was considered necessary to reassess the drainage proposals and update the Appropriate Assessment previously provided. This information is provided as part of this ES Addendum.
This latest ES Addendum also acknowledges and seeks to respond to a third-party representation from no-arc21 dated 19 May 2019 which raises concerns in respect of transport, air quality and disposal methods of Incinerator Bottom Ash (IBA) and Air Pollution Control residues (APCr).
